CSIC receives, through the General State Budgets, annual allowances for the support of a large part of its human resources and infrastructure. To obtain the additional resources that are necessary to carry out the research projects, CSIC scientific and technical staff obtain funds for research projects through competitive public calls from different national and international funding agencies and private entities. Through these calls, in which the selection is frequently carried out by peer evaluation, the proposals with the highest scientific merit are chosen from among the proposals received and the funding that allows the project execution is granted. One of the advantages of this procedure is the guarantee that only the best proposals received from the most competent teams will be carried out.
The result is a stimulus so that the CSIC scientific and technician staff, often in collaboration with the staff of other Institutions, remains at the frontier of knowledge and, making optimal use of the resources that society makes available to them, meet the societal expectations and challenges. The accelerated pace of the process of knowledge creation and the complex framework (mix) of funding sources need an agile and modern management structure that must be provided to researchers from both the CSIC Central Organization and Institutes and Centers. CSIC is constantly evolving to adapt its procedures and structures in order to keep its human teams at the forefront and, at the same time, satisfy the guarantees that are inherent in the use, for the most part, of public funds.
