The management of scientific and technological infrastructure projects is carried out by the management teams of the involved research institutes, with the assistance and coordination of Secretaría General Adjunta de Obras e Infraestructura. Currently, all projects are in the execution phase.

The Interdisciplinary Research Center of Alcalá de Henares (CI2A) is the CSIC center under which the services and infrastructures of CSIC institutes and centers located on the Campus of the University of Alcalá de Henares will be grouped. These include the Institute of General Organic Chemistry (IQOG), the Institute of Medical Chemistry, the Cajal Institute (relocated from its current headquarters), and the Cajal International Neuroscience Center (CINC).

The project involves the construction of a building with a maximum constructed area of 6,100 m2. Together with the current building available on the campus of 31,000 m2, this will constitute the facilities of the Interdisciplinary Research Center of Alcalá (CI2A) and the corresponding adaptation of this entire area for research:

 

1. Construction of the building envelope (facade and roofs) of the IQOG, and urbanization of the plot.

2. Execution of the main infrastructure of the building.

3. Total adaptation of approximately 38,000 m2 for research spaces in the CI2A, including laboratory furniture, office furniture, laboratory equipment, and research service equipment. The required equipment, with an approximate total budget of €24.7 million, is summarized as follows:

 

- Animal facility: €4.5 million

- Major microscopy equipment (confocal, electron, fluorescence, auxiliary): €5.8 million

- Laboratory equipment (fume hoods, centrifuges, baths, incubators, ovens, tanks, ultrafreezers, autoclaves, PCR machines, sealers, laser dissectors, spectrophotometers, purification systems, histology equipment, cytometry equipment, culture cabinets, etc.): €7.8 million

- Computing equipment (cluster, network): €2.4 million

- Laboratory furniture and workstations: €4.2 million

The Spanish National Research Council (CSIC), within its strategy to develop and improve its institutes, plans to construct a new headquarters for IRNASA. This new facility will be integrated into the Agroenvironmental Campus, an extension of the University Campus, which will enhance IRNASA's visibility to university students (increasing the number of personnel in training), facilitate direct interaction with the Faculty of Agrarian Sciences (enhancing its teaching capacity), and bring the institute closer to the productive sector to offer its scientific and technical capabilities (improving knowledge transfer). These three axes - Teaching, Transfer, and Research - will be reinforced, along with greater outreach of the new Institute to society (Outreach), thereby increasing awareness of CSIC's activities in the autonomous community.

 

For the construction of the new building, CSIC and the University of Salamanca have reached an agreement with the Salamanca County Council and the Salamanca City Council to create a new agro-livestock campus in La Platina, southwest of the city. IRNASA, a CSIC center dedicated to studies in agricultural crops and their products, environmental conservation, and livestock health, already has one of the two plots dedicated to this new campus, provided by the City Council.

 

This new institute, integrated into the macrostructure of the agroenvironmental campus, will promote the growth of specialized personnel. To this end, funds have already been requested from the Government of Castilla y León for excellence.

 

The requirements to develop the project are detailed below. The functional spaces defined below are designed for a building with three or more floors, although this should not be interpreted as a requirement, and are grouped according to the following categories:

  · Scientific-technical services and common scientific equipment. These could be located on the lower floors of the building, with some exceptions (1,057 m2).

   · Common spaces for staff interaction. Spread across different floors (401 m2).

   · Laboratories and offices for research personnel. Located on the upper floor(s) of the building, separate from the scientific-technical services (1,660 m2).

   · Administration. Located on the ground floor, separate from the research laboratories (115 m2).

 

A modular structure is considered for the building so that it can be expanded in the future if required. In addition to the mentioned spaces, other areas will include a reception area for samples near the entrance of the building, climate-controlled rooms, restrooms, elevators, a freight elevator, stairs, etc.

The transfer of the headquarters of the Marine Research Institute (IIM) and the Atlantic headquarters of the UTM to the new location is currently in the final drafting phase of Project Sectorial PS-2. At this stage, only the needs and surface areas of potential buildings are defined. Once this phase is completed, public tenders will begin for the design and construction of the new institute.

 

The operation is located in the Scientific and Technological Campus of the Sea, a complex promoted by the Xunta de Galicia dedicated to research, technological development, and innovation in the marine field. In March 2018, a Patrimonial Contract was signed between the Ministry of Finance of the Xunta de Galicia and the State Agency of the Spanish National Research Council (CSIC) regarding the lease of land and buildings owned by the Xunta de Galicia, located at the ETEA in Vigo, in favor of the CSIC for research centers, specifically on parcel PS2, which covers an area of ​​16,042 m2. PS-2 is bordered to the North by the Public Maritime Land Demarcation Line, to the East by the Barrio de Ríos, a zone partly residential and partly dedicated to shipyards and the Ríos de Dentro Beach, and by the Avenida de la Marina Española that surrounds the ETEA. To the South, it borders the area designated as PS-3B. Scientific and Technological Area 3, and to the West by the road that starts at Avenida de la Marina Española and connects to the city up to the former Plaza de Armas facing Ríos de Fóra Beach.

 

The fundamental premise of this process is that the development of research activities requires spaces with specialized functions and a design that allows for flexibility in adaptation or readaptation according to needs.

 

The distribution of needs and uses of the IIM is very complex due to the high diversity of functions, disciplines, and fields of work exercised, which is reflected in the nature of the laboratories, specialized rooms, and unique infrastructures, etc. The different uses may be distributed in a single building or separated in several buildings as a complex, but in any case, there must be good communication and access between the uses/buildings.

 

The construction project must consider a series of actions that will increase the usual calculation modules in the total construction costs, including: Demolition of most existing buildings, including the removal of asbestos, a material now prohibited in construction, both from roofs, coverings, and pipes, its transportation, and unloading. Construction of a sea water intake outfall, which ensures necessary quality (at least 600/800 meters of pipe, a significant part of it over the sea bed) with the complexity of the systems of treatment and purification that entails. Need for technical facilities determined by R&D activities, such as singular laboratories (P2-P3 biological safety, radioactivity, electronic microscopy, clean rooms, controlled temperature and lighting work rooms for molecular biology, confocal microscopy, microbial and cellular cultures, etc.). Mandatory and necessary total urbanization of the plot as it is currently not urbanized and the sectoral plan requires it (sidewalks, gardening, lighting, asphalt, water pipelines, waste management, electrification, and communications). Additionally, there is an estimated increase of 25% in the stated needs, considering non-usable, structural spaces (pillars, facades, interior walls, elevator openings, skylights) or communication spaces (hallways and stairs).

 

The space and construction needs in the medium term for the set of activities that the CSIC develops on the plot cover the entire construction capacity, that is 22,000 m2. In the short term, however, there are urgent needs to be met in a first phase of immediate execution. This first phase exclusively concerns the transfer of the IIM with a minimum of construction that ensures coverage of the essential minimum needs required by the new headquarters of the institute, with a construction design that allows for its future expansion or extension. For this first phase, it is estimated that construction of an area of 9,000 m2 can be undertaken.

 

The second and subsequent phases would be determined by the need to expand existing buildings or construct new ones based on the expected increase in staff and available economic resources. This phased planning is possible thanks to the approach of the sectoral project to build a complex of buildings.

 

The project consists of constructing several buildings up to a maximum built area of 22,000 m2. As already indicated, the construction of the complex will be approached in two phases: in the first phase, an approximate area of 9,000 m2 will be executed, completed in successive stages. The construction in the first phase includes the following actions:

1) Demolition of existing constructions and management of the generated waste

2) Earth movements for the construction of buried elements.

3) Total construction of approximately 7,000 m2 for useful research spaces.

4) Construction of the building envelope (facade and roof) and urbanization of the plot.

5) Execution of the main infrastructure of the buildings, taking into account the total built area, to size the installations, including electrical supplies, water, sea water, distilled water, natural gas, gases (O2, CO2, etc.), liquid nitrogen, computer network, building climate control equipment (cooling/heating), generators, SAI systems, data processing center, stormwater and wastewater drainage, fire compartmentalization, evacuation routes and emergency exits, and sea water intake and treatment outfall.

Execution Period: The execution period of the project and the eligibility of expenses will span from January 1, 2020, to December 31, 2022.

The new chosen headquarters for the Institute of Archaeology of Mérida is the old Convent of Las Freylas. The Old Convent of Las Freylas de Santiago, a construction dating back to the first third of the 16th century, is attached to the western facade of the medieval church of Santa Eulalia. Currently, it preserves the eastern and southern wings, both originally divided into two floors, with the first vaulted and the second roofed. The eastern wing was connected to the aforementioned church through an opening in its facade, through which the cloistered nuns accessed a high choir for worship, and it underwent multiple subsequent modifications, including the raising of its walls to introduce a third level of use. The southern wing houses the main entrance, which directly connects to an entrance hall and several side rooms, all vaulted. These spaces lead to a gallery, from which the two-level arcades that opened onto the cloister are preserved, with the intermediate floor now lost. The second floor contains various rooms, one of which would have led to the lookout tower located in the southeast corner, now inaccessible and added at a later date. The ruined roofs in these spaces currently prevent access to them.

 

Of the western and northern wings, if these were indeed built, only the west wall and a two-story arcade gallery similar to that described on the south side are preserved. The walls rise above a body of reused granite ashlar, of Roman origin, and adobe and brick coffers. Granite is also used in unique elements (door and window jambs, some of them sculpted; arches of openings). The vaults, although hidden, are presumed to be solid brick. In the original or immediately subsequent period, it seems that the walls and vaults of the convent rooms were finished with a sgraffito coating depicting various motifs (geometric and vegetal) executed with care.

 

Later renovations covered this finish with numerous layers of plaster, now partially visible due to the loss of these layers. The preserved gaps confirm that this finish, of undeniable historical and artistic value, adorned the full height of the walls and the vaulted ceilings. The beginnings of the arches still visible on the eastern facade of the northern section of the eastern wing demonstrate the presence of a second cloister on this side, now lost and occupied by another property (Maderas Moreno, with whom the city council has negotiated the acquisition of the perimeter land around the convent).

 

The site covers an area of 1,632 m2 including courtyards, gardens, and paddocks, but its usable area is 800 m2 distributed over two floors around a central courtyard.

 

The necessary facilities, for which an area of 800m2 is estimated for use, are:

- 1 Director's Office

- 8 Researcher Offices

- 1 Manager's Office

- 1 Administrative Office and Paymaster

- Rooms for contracted and temporary researchers (with accommodations)

- Reception area

- Auditorium with capacity for 100/125 people

- Meeting room with capacity for 25 people

- Library and Archive (7,000 current volumes, with a forecast of 10,000 and for the archive funds from the Hoffmeyer Historical Institute, previously in Jaraíz de la Vera, Cáceres)

- Archaeology Laboratory

- Materials Storage (with water supply)

- Office (12m2)

- Toilets on each floor (3 in total)

- 3 Multipurpose Rooms

 

On July 19, 2019, through a covenant, the Mérida City Council granted the convent to the CSIC free of charge for 75 years to house a Research Center, in this case for the Institute of Archaeology (a joint center of CSIC and the Junta de Extremadura), the only CSIC Institute in Extremadura. The property of the Old Convent of Las Freylas de Santiago is located in the municipality of Mérida, at Avenida de Extremadura s/n, with cadastral reference 25/06151. In the adjacent plot to the north (block 06151, plot 01), remains of a party wall and the starting points of the cloister arches of the convent are preserved. On the west side (plot 026), there may also be some remains belonging to it. The plot has a current footprint area of 1,241.60 m2 and a total constructed area of 2,530.06 m2. The property is located at Avenida de Extremadura number 9 in the city of Mérida, in the heart of the city and on one of the main road axes.

 

The following activities are considered indispensable for the development of the project:

1) Ensure and clear the spaces of debris, as well as the rummaged furniture elements, and the vegetation that covers much of the building's surface, mainly in the courtyard area and in the roofless rooms.

2) Documentation of the whole planimetry (floor plans, elevations, and sections) for the use of this material by the archaeological analysis first and by the subsequent work and restoration project.

3) Archaeological analysis of the preserved elevations to sequence the construction history of the ensemble, determine the age of the different parts, consider the pathologies of the preserved structures, and contribute to the decision-making process in the restoration project. A report will record the results obtained in this phase of archaeological work, both textually and graphically, so that they can be considered by the responsible architect and evaluated in the project..

4) Architectural restoration project, which must include, among others, the following aspects: assess the state of preservation of load-bearing elements (walls and arches) and roofs, as well as numerous openings (openings) and transit spaces (ceilings); rehabilitate the building and carry out new work in accordance with the new use of the place, restoring those ancient built elements that can be preserved and creating new ones to generate the necessary spaces.

5) Civil works execution in accordance with the results of the archaeological analysis and the construction project. During this phase, the planimetric and archaeological documentation will also be completed and updated, once the currently inaccessible spaces are secured for transit. Specialized action on artistic elements of singular importance, such as the aforementioned sgraffito, which requires specific restoration treatment, must also be considered. Likewise, only if it is decided to carry out new work on the site, the need to carry out the corresponding archaeological explorations on the ground will be contemplated.

6) Completion of the work through the installation of necessary work and research equipment, the distribution of spaces and their uses, and the accessibility arrangement.

The SOCIB – www.socib.es – is the only Singular Scientific and Technological Infrastructure (ICTS) in the Balearic Islands. Its mission is to develop and implement new observation and prediction systems necessary to address scientific priorities in SOCIB's three strategic themes: operational oceanography, oceans and climate, and ocean health. Its main objectives are: (i) Monitor and make predictions in the Mediterranean and advance knowledge of marine and coastal phenomena. SOCIB uses the latest ocean observation technologies: buoys, coastal stations, satellites, research vessels, high-frequency radars, autonomous underwater gliders, turtles equipped with sensors, etc. (ii) Provide real-time and freely accessible oceanographic data. SOCIB's multi-platform system records real-time data, validates them through strict quality control, and makes them available to the scientific community, policy makers, as well as social and economic agents – Open Data. (iii) Design and distribute products and services tailored to societal needs related to ocean prediction. Transfer knowledge to marine R&D companies and promote ocean culture in the educational community and general public.

 

Since its inception in 2009, SOCIB has not had its own building to house its activities, equipment, and staff needs. Therefore, it has been occupying various spaces provided or rented to carry out its activities. The main headquarters of SOCIB is currently located in ParcBit (Balearic Islands Technological Innovation Park), specifically in an office building (Naorte, block 1) in Palma, provided by the Balearic Government, totaling about 450m2 (350m2 on the 2nd floor + 100m2 on the 1st floor), in addition to 85 m2 of warehouses, 100 m2 of kitchen/dining room, and 30 m2 of parking, with a total of 665 m2.

 

The laboratories and workshops of the SOCIB ICTS, temporarily and according to SOCIB's Strategic Plan, are a contribution from the CSIC through the IMEDEA (Mediterranean Institute for Advanced Studies) headquarters in Esporles, totaling about 315 m2. Additionally, IMEDEA also provides office spaces, multi-service spaces, and storage used temporarily by SOCIB, totaling about 242 m2.

 

Since 2015, SOCIB also has a high-rise warehouse with a mezzanine office, located in the Can Valero industrial estate, covering 175 m2, used as a wet and dry storage area for receiving, cleaning, and maintaining heavy and bulky equipment such as buoys, anchoring systems, submarine cables, light boats, outboard motors, and large scientific sampling equipment from the SOCIB Oceanographic Vessel, etc.

 

The spatial dispersion of personnel and equipment is a functional, economic, and operational challenge that hinders cooperative work and team communication in daily activities.

 

The proposal for the construction of the new SOCIB building at the Port of Palma began in 2013 and became a reality in 2018 within the framework of the "Marine Hub" project promoted by the Ministry of Innovation, Research, and Tourism of the Balearic Government, with the support of the APB (Balearic Ports Authority) and the Ministry of Economy, Industry, and Competitiveness, and with financial support from the European Regional Development Fund (FEDER).

 

To formalize the agreement, the CSIC and the Balearic Ports Authority (APB) signed a covenant on April 10, 2019, establishing the conditions under which the CSIC could occupy the 969 m2 plot of port public domain and carry out the construction of the new SOCIB building. This initiative not only provides SOCIB with the opportunity to build a facility tailored to its needs but also to become a meeting and collaboration point between institutions and social and economic agents in the field of R&D&I.

LifeWatch ERIC

Regarding LifeWatch ERIC, management has been articulated through the Interdisciplinary Thematic Platform (PTI+) ECOBIODIV+, with centralized management from the CSIC Central Organization, although the investment is destined for the various research centers that CSIC has in Andalusia.

 

Budget: €13,375,825.21

Execution Period: The project execution and eligibility of expenses will span from January 1, 2020, to June 30, 2023.

 

The project aims to implement a strategy for the conservation of Western Mediterranean hotspots in Andalusia, sustainably preserving the biodiversity of its natural or semi-natural systems.

This strategy is based on high-tech infrastructures that establish a technologically efficient and scientifically robust system capable of combining fieldwork with data recording, storage, and analysis. Additionally, it focuses on the real partnership between researchers and citizens, and the dissemination of the conservation status and the most frequent threats to Andalusian ecosystems and biodiversity. This project is framed within the overall strategy of LifeWatch ERIC.
